From what I know, IV uses fully dynamic damage-engine for vehicles, where-as SA, or any pre-IV GTA, uses pre-made damage. It'd be possible to make lots of different damage-models for cars, but it would make file-sizes huge.
And, implementing IV damage-engine to SA is near impossible.
@Anonymous12/10/12 23:36 there is ragdoll.asi, f15active.asi, change object size opcode, and more. so I thought it may be possible. but I don't have any knowledge of GTASA modding. so GTA IV damages is just my suggestion. make it or not is DK22's decision, so if he said I don't make it, then I forget about it and cheer his great work here^^
another suggestion, how about making normal mapping for vehicles? ryosuke did one for ped, so if there was vehicle one, we can reduce .dff size and making mods are more easier and smart.
Ragdoll.asi is made by using animations as a base, and then combining each animation to create dynamic ragdoll. Though, DK22Pac will be the one deciding it. :)
And about Normal maps for vehicles, I think it's kinda okay idea. IV has Normal maps for buildings too, right? Why not make straight away global normal map plug-in, which would contain all possible normal maps? For peds, vehicles, weapons, buildings...? Though I'm unsure if it's even possible and how much it'd cause performance issues.

how about edit that cars, low the boot or bonet and add hd damage?
